President Kassym-Jomart Tokayev began his speech by thanking President Shavkat Mirziyoyev of Uzbekistan for the traditionally warm welcome and the high level of organization of the summit.

The head of state also welcomed President of Azerbaijan Ilham Aliyev and called Azerbaijan's decision to join the format as a full participant historic. The President expressed confidence that Baku, in its new status, will make a significant contribution to strengthening regional cooperation.

Kassym-Jomart Tokayev emphasized that the Consultative Meetings of the Heads of State have proven their effectiveness.

"Central Asia is currently undergoing a period of large-scale transformation. It is safe to say that the time of closed borders and isolation is behind us. The internal cohesion of the region, achieved through joint efforts, opens up broad horizons for development and international cooperation for our countries. The region's important role in global processes is recognized by leading countries. Against this backdrop, interest in the "Central Asia Plus" format is growing. The current year is indicative in this regard, given the recent summits with key international partners. In my view, the main objectives of such a partnership are to strengthen stability in the region and create conditions for sustainable progress, ensuring the well-being and prosperity of our countries and peoples. Our goal is to strengthen Central Asia's status as a region of dynamic socioeconomic development, comprehensive cooperation, peace, and prosperity," the President said.

Following the 7th Consultative Meeting of the Heads of State of Central Asia, the presidents signed the following documents:

1. Joint Statement of the Heads of State of Central Asia following the 7th Consultative Meeting;

2. Appeal of the Heads of State of Central Asia to the UN Member States on the candidacy of the Kyrgyz Republic for non-permanent membership in the UN Security Council for 2027-2028;

3. Decision on the accession of Azerbaijan as a full participant in the Consultative Meeting of the Heads of State of Central Asia.

The following documents were approved by the joint statement of the Central Asian heads of state:

1. The Concept of Regional Security, Stability, and Sustainable Development in Central Asia;

2. A Catalog of Central Asian Security Risks and Measures to Prevent Them for 2026-2028.

The summit featured addresses by President of Uzbekistan Shavkat Mirziyoyev, President of Kyrgyzstan Sadyr Japarov, President of Tajikistan Emomali Rahmon, President of Turkmenistan Serdar Berdimuhamedov, and President of Azerbaijan Ilham Aliyev.
